VHA Energy Engineer's Advisory Board

Allan serves as chairperson of the Veterans Health Administration (VHA) Energy Engineer’s Advisory Board (EEAB). The VHA EEAB provides advice on the VA’s Energy Program to VA Central Office in regards to implementing energy policy, technology and enhancing VA infrastructure on behalf of our 20 million Veterans and their families. The Veterans Health Administration is America’s largest integrated healthcare system providing care at 1,255 healthcare facilities including  170 VA medical centers and 1,074 outpatient sites of care of varying complexity which provided healthcare services to 9.17 million enrolled veterans in 2018.

Allan’s experience includes Lead Engineer of the VA Sierra Pacific Healthcare Network from 2014 to 2018;  working for  VISN Capital Asset Management Office which oversees seven health care systems including : The VA Sierra Pacific Network (VISN 21) is one of 18 Veterans Integrated Service Networks (VISNs) in the Veterans Health Administration (VHA). The Network serves Veterans in northern and central California, Nevada, Hawaii, the Philippines and U.S. Territories in the Pacific Basin. With a total of 67 sites of care, VISN 21 provides a continuum of comprehensive health care services through seven VA Medical Centers, nine co-located Community Living Centers and 41 Community Based Outpatient Clinics (CBOCs). Allan’s programmatic responsibilities included : VISN Energy Management Program ,  VISN Fleet Management Program,  VISN Healthcare Engineering & Operations , VISN Water Safety Program; and VISN Applied Technology Energy Research Program (VATER) .

Allan’s accomplishments include successfully launching over $50 million of Energy Conservation Measures including a seven campus wide Utility Energy Savings Contract,  Energy Savings Performance Contract at Reno VAMC  and Palo Alto VAMC.  Allan successfully launched the first VA Applied Technology Energy Research Program which collaborates with multiple agencies to accelerate technology deployments that enhance energy efficiency and energy resiliency.  Allan’s accomplishments include 2016 President Performance Contracting Award, and has presented  at Department of Energy Exchange in 2016, 2017, 2018 including: Policy, Legislation and Leadership, Utility Partnerships for Resilience and participates in multi-agency taskforces and panels.  In 2019  Allan relocated to the VA Sunshine Healthcare Network  the fourth largest healthcare system in the VA , to be closer to his family. Allan co-chairs the VISN 8 Energy Program Committee and is the Energy Manager for West Palm Beach VA Medical Center recently launching their ( West Palm Beach Sustainability Program Site
