A Guide to the Labyrinth of M&V


This is the story of an energy efficiency measure; a measure who wandered the labyrinth of M&V. It was spurred on the journey by a potential study and started out on a custom path. Then it veered off through the tangle of deemed savings and TRMs. This measure was seeking the enlightenment of the fabled M&V 2.0. M&V 2.0 is ostensibly so remarkable because it incorporates advanced metering infrastructure, real-time data, and sophisticated analytics. And it apparently can do all of this “automatically” while reducing M&V costs.

A labyrinth is a complex structure that invites you to journey through it, survive some nebulous existential threat, and return to where you began the journey, transformed with new insight and enlightenment. Does M&V 2.0 promise an enlightened transformation to estimating and accounting for energy savings? Or does it evoke fear that its methods may kill established programs?

The objective of my presentation is to guide industry practitioners through the labyrinth of M&V with a focus on understanding when advanced M&V methods are attainable and how to apply them. Using a scenario walk through, I will navigate technical, regulatory, and practical constraints related to implementing advanced M&V.

Angel Moreno is a Certified Energy Manager with 12 years’ experience monitoring, evaluating, and optimizing energy systems. She spent years in the field learning how real-world conditions impact energy simulation models and equipment operation through site audits and data collection. She has investigated alternative power generation solutions to mitigate adverse environmental impacts associated with waste gas flaring and diesel generator-powered gas production in the Permian Basin. She managed a large-scale electric and water metering project across a university campus, including online mapping with real-time meter data feed. At Frontier Energy, she provides consulting engineering services for utility demand side management programs, including program evaluation and custom project M&V. Angel has a master’s degree in energy management and a graduate certificate in applied statistics.
