Keys to Driving a Successful Energy Management Program


Many corporate energy and sustainability programs have achieved successful energy, carbon, and cost reductions, but what do some of the best-in-class programs have in common?  JLL’s Energy Services group works with various clients who lead some of the top energy management programs nationally and globally.  This session will share some of the key program aspects that drive results, successful processes and strategies, and considerations for any business looking to build or improve its energy management program.

Most successful programs follow ISO 50001 or similar guidance and start with measuring baselines, benchmarking, and setting goals while establishing metrics for tracking performance.  Next, strategic planning efforts are used to layout initiatives over the short and long-term. Program engagement throughout various business units and real estate groups is critical to success and can be achieved in a number of ways.  Lastly, building a transformative program requires investment in innovation and willingness to take some risks with appropriate communication and change management along the way.

Current responsibilities

Leo O’Loughlin is a Sr. Director in JLL’s Energy Services group. In this role, he is responsible for business development in the Americas for both Energy Services and IntelliCommand.  He advises clients on energy and smart building strategies for optimal management of their real estate portfolios.  He is responsible for creating the strategy and delivering growth to all of the Corporate Solutions client base through new and expanded Energy Services offerings.


Mr. O’Loughlin has 27 years of direct experience in providing complex energy solutions to large commercial and industrial users. In the renewables field, he has worked on solar rooftop programs, feed-in-tariff programs, virtual net metering programs, and large utility scale programs. For 10 years prior to joining JLL, he held positions including Director of Business Development at Sempra Energy and Veolia Energy in San Diego. His responsibilities included all business development and customer retention in the western U.S., including drafting and renegotiating long-term energy services contracts and agreements. He created commercial and financial structures that facilitated energy efficiency and outsourcing programs for national clients. He managed the analysis of several acquisition opportunities in utility scale biomass systems and district energy systems.

At Trigen, Mr. O’Loughlin led business development activities for the growth of district energy systems in the western U.S. He was the commercial lead for acquisitions of chilled water and steam district energy systems in the west.

At PG&E Energy Services and Sempra Energy Solutions, Mr. O’Loughlin was responsible for the project development, commercial structuring and pricing of integrated energy solutions for commercial, industrial and institutional customers. Prior to that, he worked for a national design build mechanical contractor, Southland Industries, and a national energy analysis and MEP design consulting firm specializing in energy efficiency upgrade programs.
